The Commercial Law Development Program is a technical legal assistance office of the United States Department of Commerce, established in 1992. The program’s primary objective is to work with developing economies to improve the legal and regulatory environment for trade, investment, and business activity. It provides legal and technical assistance, legislative and policy advisory services, and supports institutional capacity building for host governments.

One of the program’s key focus areas is the development of alternative dispute resolution (ADR) mechanisms and the implementation of Vis Moot programs. These initiatives aim to enhance the legal and business environment by strengthening legal infrastructure, modernizing legislation, providing training and certification, and increasing awareness and use of ADR mechanisms. Each year, the program supports university participation in the “International Commercial Arbitration Vis Moot” competition across dozens of countries.

The December Vis Moot training brought together students, faculty advisors, and international trainers from across the region for in-depth study of international commercial arbitration in Almaty. According to the program, the teams will travel to Astana, Republic of Kazakhstan, in March 2026 to participate in the main competition. Universities from Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan will take part in the event.

At the conclusion of the training at Caspian University, student presentations, discussions, and a question-and-answer session with active program participants were held. The representatives of the Tajik State University of Commerce were expressed sincere appreciation for their active participation and valuable contribution to the program.
